SENIOR TRAFFIC Commissioner Philip Brown (pictured) has outlined his strategy for modernising the licensing system, which, if realised, would open up the 0-licence applications and public inquiry decisions more to the public.

In the document Driving Forward a Modernised Licensing System: A Strategy for 2009 and Beyond' Brown says TCs arc committed to ensuring that statistical information and written case decisions are publicly available.

Brown, who will become the first statutory senior TC on 4 March, tells CM:"TCs realise that perhaps our place as regulators is not as well understood as it should be." The report also calls for recognition that modernising the Office of theTraffic Commissioners cannot take place without the support functions and funding that come from the Department for Transport and VOSA.
