Which of the following most accurately describes the problem?

PLANS HAVE BEEN submitted to build a secure overnight lorry park in Thurrock with 130 HGV spaces. The application, by Lanpro Services to Thurrock Council, includes a new access road and facilities buildings on land opposite the A13 and Arterial Road in North Stifford, Essex.

No date has been confirmed as to when the proposals will be looked at by the council's planning committee; the public consultation on the plan is due to finish on 19 February.

Chrys Rannpley, Road Haulage Association manager of infrastructure, environment and business affairs, says the park is necessary to help support the nearby ports of Tilbury and Shell Haven, which are being expanded ('Truck parking needed for London gateway', CM 28 August 2008).
