Which of the following most accurately describes the problem?

The cowboy operators are still out there. The Vehicle Inspectorate is charged with the task of clearing the roads of their vehicles, but what's happening? Where's impounding? What's happened to the Joint Enforcement Database Initiative?

If it's gone we'd all welcome the "Return of the JEDI". Why can't steps be taken to cut off the cowboys' life-blood? Prosecute their customers. Make it an absolute liability to employ an operator without a licence. The result? No work, so no cowboys!
