Which of the following most accurately describes the problem?

CM's Tables of Operating Costs were published on June 25.

Nine tables covering a wide range of vehicles — from fivehundredweight petrol vans to 32-tonners; and from 12-seater buses to 57-seat coaches and 86seat double-deckers. The saloon car costs cover cc bands between 1,000 and 3,500.

The tables are compiled on today's costs with an element built in to take account of a marginal rise during the next year.

Once again we have included typical rates which operators should charge for part loads and multi-drop consignments. There is also a fuel cost calculator which covers a band of costs calculated on prices per gallon from 140 to 200 pence and at consumption rates from 35 miles per gallon to seven miles per gallon for petrol and diesel vehicles.

The tables are recognised as a valuable guide for established operators to check their rates. New operators will find the tables a firm base on which to establish profitable rates.

The costs are built on known costs and on operators' experience. They therefore provide not only guidelines to specific costing but should be used as independent evidence to customers when fixing a rate or applying for a rate increase.

The tables are also of use to transport users when they are "buying in" transport services. Quoted rates can be checked against the tables to ensure that the rate is realistic. Undercutting merits the same degree of inquiry as over-charging.

The 1982/83 tables will be current for 12 months.
