Which of the following most accurately describes the problem?

details on the organization of an hgv commercial driving school? If the vehicles used were one double-deck psv and one artic outfit, what qualifications would the instructors require? Would the vehicles require to be tested to meet psv certificate of fitness and goods vehicle testing regulations, since they would respectively neither carry fare-paying passengers nor goods for hire and reward? Under what classification would they be regarded for purposes of road fund licence?

AAlthough it seems strange that you

should wish to use a double-decker for heavy goods vehicle driver training, it would not need a certificate of fitness if it was not being used to carry passengers. The goods vehicle would require to be tested and plated as if it were a normal goods carrying vehicle but could be taxed as a private vehicle for the sum of £25 a year. During training the vehicle can be loaded with ballast, for example concrete blocks, to simulate driving with a full load but when it is to be used for the actual hgv test this ballast must be removed.
