Which of the following most accurately describes the problem?

THE Government are considering the compulsory testing of brakes in connection with the proposed Road Traffic Bill. The Joint Parliamentary Secretary to the Ministry of Transport. Mr. H. Molson, gave this hint when he spoke in London last week at a Ferodo function.

He said: " There is a number of countries, including some States of America, where the testing of vehicles annually is compulsory. The accident record in those States in America where testing is compulsory is some 20 per cent, better than in those where it is not."

British statistics showed that more than 60 per cent, of vehicles on the roads had defective brakes.
