Which of the following most accurately describes the problem?

U'UNDER Article 1 of the Control of WMotor Fuel Order, 1942 (a), the Minister of Fuel and Power has licensed the Petroleum Board to supply to any local authority, and for any local authority to acquire from the Board, supplies of motor fuel without the surrender, at' the time of this supply, of valid coupons authorizing it; provided that a coupon with the letters L.A." specifying the period of validity, bearing the stamp of the issuing office and authorizing the issue, on the date on which it is furnisBed, of a quantity of fuel not less than that supplied, be produced to the Board at or before the time of supply.

The licence is granted under the follbwing conditions:—(1) The fuel shall be used for only the purposes of services for which the ,local authority is responsible and for any other purpose authorized by the Minister.

(2) The authorityshall cause -every officer and servant in its employ to be informed of this condition.

The expression "local authority" is to include the National Fire Service or any section of it.

A second general licence allows any local authority to furnish to any person, and that person to acquire from it, supplies of motor fuel, without the surrender of coupons, for any of • the following purposes:—(I) For use in any motor vehicle—other than a p.s.v.—or in plant which is owned by a local authority; (2) for use ip motor vehicles not owned by the authority while they are engaged on duties confleeted with civil defence for which the authority is responsible; (3) in motor vehicles licensed as " goods " if hired by the authority for whole-time use: • (4) for any other -purpose. authorized in writing by the Minister.
