Which of the following most accurately describes the problem?

REGULATIONS concerning the issue of driving licences to suf. ferers of epilepsy may be changed, Transport Secretary David Howell said last week.

The changes would mean that heavy goods vehicle licences may be granted to applicants who have been free from epilectic attacks from the age of five. The recommendations have been made by Mr Howell's Medical Advisory Panel on Epilepsy, and, if the proposals are passed, Britain would come into line with many other countries.

About 100,000 of Britain's 28m drivers suffer from epilepsy.
