riA PROPOSED change in the law to make it an offence to discharge " noxious substances" from vehicles is to be considered by the Clean . Air Council. This follows reports that the law is at present inadequate, particularly in the case of oil-engine fumes.

The health committee of the Association of Municipal Corporations say the regulations are ":incapable of being enforced." because of the "difficulty of adducing, proof' of injury from fumes and other emissions."

The committee report: " It has been, suggested to us that, withproper standards of manufacture and servicing, it should be possible to avoid entirely the' emission of fumes from motor engines.
