Red diesel fraud is a major problem in Northern Ireland, where duty-paid fuel-diesel and petrol is smuggled from the Republic of Ireland where it is known as green diesel. Torn Wilson, ETA director for Northern Ireland, says: "All petroleum products are cheaper in the south. This has led to a huge trade in the laundering of dyed [red and green] diesel."

However, the HMRC says progress has been made due to the full implementation of the UK Oils Strategy, including the introduction of

RDCO (Registered Dealers in Controlled Oils). Currently, about 600 businesses in Northern Ireland are authorised as registered dealers, mostly submitting monthly data on their supplies of rebated fuel. According to HMRC figures, from April 2001 until March 2008 the organisation has: dismantled 108 laundering/mixing plants in the province; secured 33 convictions for oils frauds; seized 9.38 million litres of fuel: and seized 6972 vehicles. The number of detection officers employed has also increased.
