Which of the following most accurately describes the problem?

DOUBTS ABOUT the authenticity of maintenance records belonging to Bootle-based Gibbons Logistics has led to the adjournment of possible action against the company's licence while the case is investigated.

The company, which was seeking to increase its licence from six vehicles and six trailers to nine vehicles and 14 trailers, had been called before North Western Traffic Commissioner Beverley Bell.

After examining the maintenance records, which she described as "pristine", the TC said some odometer readings did not tally with the tachograph charts.

Traffic examiner Sarah Bell said a check of the company's tachograph records last year revealed numerous offences of driving for 41/2 hours without the required break. Drivers had been using the incorrect type of charts on occasions. After looking at tachograph records produced at the hearing, Sarah Bell said there had been a massive improvement.

Vehicle examiner Ian Hassett said that since a warning letter in December 1999 there had been four immediate and four delayed prohibitions plus a variation notice. The annual test failure rate was 84%.

Lee Gibbons said the elderly fleet had now been upgraded, with six new vehicles and five new trailers. All the prohibitions had been on old equipment. They had lost one of their two fitters and had great difficulty in obtaining a replacement. A second fitter had started work that morning. The licence authorisation was fully taken up and he needed a margin to give him more breathing space for in-house repairs. He also required additional vehicles because of growth in his major contract.
