THE Minister of Transport has decided that

motorway junctions are to be numbered to make them more readily identifiable by road users. This should help drivers to follow routes as well as reducing indecision of exits from the motorways.

Basically, on those motorways which radiate from London, the numbering of junctions will start from the London end. Junctions on motorways which do not form parts of the continuous motorway system—for example, by-passes on Al (M)—will not be numbered.
