Which of the following most accurately describes the problem?

AJTHORIZAT1ON for the payment by municipal authorities of the 9s. 3d. a week increase in the wages of 77,000 busmen, in spite of the wages freeze, was sought by Mr. Alan Thomson, national bus secretary of the Transport and General Workers' Union, in a letter to Mr. George Brown on Monday.

A report on the current position was due to be made to a meeting of the union's finance and general purposes committee yesterday (Thursday), attended by Mr. Frank Cousins, to decide what action to take.

Also due to meet yesterday was the National Council of the Omnibus Industry representing 110,000 company busmen to continue their claim for a 3; per cent pay rise. It was made clear that a firm offer was expected and hinted that if none was made this could lead to industrial action.

A deadlock could lead to the breaking up of the NCOI, with negotiations continuing on an individual company basis.
