Which of the following most accurately describes the problem?

AT a joint sitting of the Western and South In. Wales Traffic Commissioners in Cardiff last week, 25 local authorities objected to an application for fares increases by four bus companies—Western Welsh Omnibus Co. Ltd., Rhondda Transport Co. Ltd., Thomas Bros. and Red and White Services Ltd. A decision was reserved in the case of Western Welsh, but the other applications were refused.

In giving their decision the Commissioners pointed out that the content of the White Paper was of paramount importance. In the case of Red and White there would be no loss if the grant were refused.

Mr. J. C. Samuel-Gibbon, the Western Licensing Authority, sitting with the Commissioners, said: "The road passenger industry is resilient and viable and will, lam sure, meet this challenge." He was referring to the challenge to be faced in trimming operating costs as a result of the refusal of the application.

"As a country we are storm tossed," he continued.
