Which of the following most accurately describes the problem?

THE FREIGHT Transport Association has issued a manifesto for Scottish transport in advance of Scottish elections on 3 May.

It calls for: • more money to be spent on roads and ports • a higher LGV speed limit on good-quality roads • the continuation of freight facilities grants.

Gavin Scott, the FTA's head of policy for Scotland, says: "Transport plays such a major role in growing the Scottish economy and it is absolutely vital that in times of such intense competition our transport infrastructure and operation is as efficient as it can possibly be."

The manifesto also calls for an early start to the construction of a new bridge over the Forth at Queensferry to replace the current bridge before it is closed to goods traffic.
