Which of the following most accurately describes the problem?

A two-year project involving five European countries has been launched to create a benchmark for truckstops of the future. The UK, France, Germany, Austria and Belgium have €5.3m (E3.6m) of EC funding and a total budget of €30m (£.20.4m) to create a template for a secure truckstop which will be built at Valenciennes, Franoe. The Road Haulage Association is involved in the project; director of policy Jack Semple says the funds will then be used to upgrade five existing truckstops, but none will be in the UK. He adds: "The UK wasn't chosen for the model truckstop becaus€ the planning laws would make it too complicated."
