A TRUCK DRIVER who had worked over 20 hours a day has had his EGV driving licence revoked and 3 been disqualified indefinitely from holding such a licence by North-Western Traffic Commissioner Beverley Bell.

Paul Hopkin, who was employed by NTC (Conservatories),had been called before theTC after being convicted of seven offences of exceeding the daily driving limit, seven of taking insufficient daily rest and two of breaching the 41/2-hour driving rule.

The TC said the breaches were extremely serious, including, for example, total working time of 19hr 28min, 20hr 22min, 19hr 58min and 20hr 48min; daily rest of only 4hr 35min, 3hr 42min, 4hr 2min and 3hr 14min; and daily driving times of 13hr 36min, 12hr 27min,12hr 54min and 14hr Omin.

Asked by the TC about the risk to road safety caused through fatigue, Hopkin claimed he was no more of a risk than anyone else working long hours.

Revoking his licence. Bell said that she had never dealt with such serious breaches of the hours rules in her seven years as a TC, and that they presented a wholly unacceptable risk to road safety. Hopkin, by his own deliberate and repeated actions, had displayed what could only be described as a flagrant disregard for road safety and fair competition.

She was quite satisfied that he had put himself and other road users at risk.
