Which of the following most accurately describes the problem?

A Merseyside waste management company has had its licence authorisation cut in half and faces a two-day licence suspension. Bootle-based Bomacks Contractors, trading as Merseyside Waste Management (MWM), had been called before North Western Traffic Commissioner Beverley IF3W because of its maintenance record and a number of convictions.

The hearing had been adjourned because the TC required certificates of conviction from the various magistrates' courts concerned.

Bell heard that since MWM's licence was granted in February 1997, the company's vehicles had attracted 13 immediate and 10 delayed prohibitions (CM1-7 March).

Chartered accountant Peter Sutton refuted allegations contained in an anonymous letter to the Traffic Area Office that drivers were paid in cash to avoid the PAYE system. Fle said that his firm prepared the company's weekly payroll and he was not aware of any investigation by the DSS or the police.

The TC pointed out that the allegations in the anonymous letter could not be tested and she did not intend to take account of them.

She added: It is clear to me that Patricia Hills obtained this licence without any thought to what she was undertaking." She felt that Hills had shown an initial disregard for the rules.

Convictions for having no 0licence, no test certificate and defective brakes were serious as they affected road safety, said Bell. In addition, 13 prohibi

tion notices in the time the company had been trading was far too many.

The company's repute is dangling by a thread," she warned. "if there are more difficulties with your company I am likely to get the scissors out."

The licence was cut from 28 vehicles to 14 .
