Which of the following most accurately describes the problem?

A HIGHLAND operator has been warned that he must improve his maintenance standards, even though there is no other operator in the area.

Morar Motors Ltd managing director Roy Stewart was appearing before the Scottish Traffic Commissioners following an inspection which revealed that one of the two buses had broken brake hoses on both of its front wheels.

Mr Stewart said that the problem happened because of staff difficulties, and he added that he was still learning the trade. He took over the Arisaig-Mallaig service three years ago when Scottish Bus Group's Highland Omnibuses dropped out.

"If I did not run the service, there would be nobody to take 43 children from Arisaig to school in Mallaig and back," he told the Commissioners.

The Commissioners said they would take no further action in view of maintenance improvements promised by Morar Motors, but warned: "The fact that there is no other operator does not mean that you can be careless with the vehicles."
