Which of the following most accurately describes the problem?

THE EUROPEAN Commission's proposals for an EEC transport infrastructure fund have been written off as "woolly and wasteful" by the Freight Transport Associadon.

In a written submission to the House of Commons Select Committee on Transport, it says it would prefer a framework to be created in which one-off grants are given foi specific large-scale projects.

It feels that Britain woulc probably lose out if infrastruc. ture funds are allocated tc European routes, and says that general infrastructur( funding on the basis of com munity interest could b( woolly and wasteful.
