Which of the following most accurately describes the problem?

'unsatisfactory condition'

• An adverse report on one of its vehicles resulted in Tenby borough council, Pembrokeshire, appearing before the South Wales LA, Mr R. R. Jackson, at Carmarthen last week, to apply for a transitional operator's licence.

The town clerk of Tenby, Mr Wynne Samuel, said that the council operated five vehicles, three by the borough surveyor's department and two by the public health department. The latter were refuse collection vehicles and therefore did not require operator's licences.

The borough surveyor's department operated a pick-up truck, a dumper and tractor.

Mr Samuel said that the council's application related to the pick-up truck which the LA's area mechanical engineer had found in an unsatisfactory condition during an inspection last March. Since then the pick-up had twice passed the tests given by a Ministry of Transport inspector at Haverfordwest.

Mr Samuel said that the pick-up and other vehicles operated by the council received regular checks and maintenance by one of two local garages under contract to the council. He produced documents relating to checks and tests carried out in the last month.

The town clerk also gave assurances that there would be strict compliance by the council with the statutory requirements of operating vehicles.

Mr Jackson said he was satisfied that all possible steps had been taken by the council to comply with the regulations.

He said a licence would be granted for a period of two years, and added: "At the end of that it may be reviewed."
