I NFORMATION on methods of dis charging street cleansing functions have been obtained from some of the larger local authorities by Manchester Corporation. Thirty-three authorities were approached; in 14 of them, including Liverpool, the engineer and surveyor is responsible for both the removal and disposal of household and trade refuse, and also street cleansing. In 16 autrorities, including Leeds and Bristol, a separate director of cleansing is responsible for both the removal and disposal of household and trade refuse, also street cleansing, and in three authorities (Manchester, Birmingham and Sheffield) the engineer and surveyor is responsible for
street cleansing, whilst a director of cleansing is responsible for the removal and disposal of household and trade refuse. The mode of street cleansing in all cases involves a combination of mechanical and manual, and 27 of the authorities approached undertake—as part of the street cleansing service—the removal of rubbish from back passages and entries.
A recommendation has been made to the City Council that the city surveyor and engineer's department continue to be responsible to the Council, through the highways committee, for the maintenance cleansing and lighting of the streets.
