Which of the following most accurately describes the problem?

TliE executive committee of the Road Haulage Association has recommended to members that demurrage should be charged as a means of overcoming excessive delays to vehicles at docks and wharves. This recommendation follows the proposals made in the Rochdale Report.

The possib:lity of introducing a differential road rate, to persuade shippers to deliver cargo to the docks early, was discussed in July at a meeting organized by the Chamber of Shipping of the U.K.; Mr. A. R. Butt, national chairman, and Mr. G. K. Newman, secretarygeneral, represented the R.H.A. There is to be a further meeting next Thursday.
