Which of the following most accurately describes the problem?

rAA RESOLUTION proposing that certificates of fitness and periodic inspections should be introduced for all goods vehicles is one of three selected for discussion at the Road Haulage Association conference in Eastbourne (October 26-28). A total of 16 resolutions was submitted: the other two which will be thrown open for discussion are one which calls for an end to the building of three-lane roads and another which criticizes handbrakes and calls for statutory action.

Aspects of road safety will be dealt with also in papers presented by leading authorities and these will be followed by discussions. The Association says that a distinguished panel is being enrolled for a brains trust and it is believed that the chairman will be Mr. McDonald Hobley.
