Which of the following most accurately describes the problem?

FULL support was given to the Minister of Transport's proposal—that the gross laden weight of eight-wheeled tankers should be increased from 24 tons to 28 tons—said the chairman of the bulk liquid group national committee of the Road Haulage Association, Mr. H. Bibby, following their Birmingham meeting last week.

The committees recommendations would have to be ratified by the Association executive, he pointed out, and added that this increase should also apply w maximum-load articulated tankers. It was essential, however, that safeguards should be introduced, particularly with regard to the brakes, steering gear and suspension, to ensure that the vehicle could perform efficiently and safely.

This also applied, said Mr. Bibby, to existing vehicles that might be used to carry the heavier loads, and modification should be in accordance' with specifications laid down by the vehicle man ufacturers.

Referring to licensing procedure, Mr. Bibby made the plea that the new regulations should be framed to eliminate difficulties and delay when applications were made to Licensing Authorities for amendments to existing A-licences to operate the heavier vehicles.
