Which of the following most accurately describes the problem?

BECAUSE of the more pressing demands for war workers transport elsewhere, it has not been possible, this year, to provide the usual augmented road-transport services to the hopfields. By travelling on the normal road services, therefore, hop-pickers are causing hardship to regular riders who rely on the vehicles to take them to and from their daily work.

London Transport asks hop-pickers to use the railway services for, any essential travel. They are also asked not to use the restricted road services for pleasure riding and the other social amenities usually associated with hoppicking.

DO NOT RESTRICT YOUR SAVING TO BUS TICKETS 'THE saving of tickets for the pulping I machines need not be confined only to buses. Any form of ticket, such as those giving admission to dog-racing meetings and other places of amusement, which are not collected on entry, should be retained and handed over or placed in the nearest salvage receptacle. It may be mentioned that the Waste Paper Recovery Association points out that 1,000 admission tickets to greyhound meetings, if pulped, can be made into 500 wads for cartridges.
