EU legislation already provides that governments in each member state have the ability to grant relaxations to the cabotage regulations.
In the Republic of Ireland – the source of much of the non-GB car transport peak period fleet – the automotive industry and its dealers experience an eight-week peak in sales during the first two months of the year.
The Irish minister for transport announced in December 2011 the granting of a temporary relaxation of the rules for car transporters from 23 December 2011 to 29 February.
Northern Ireland, which shares the January date for new registrations with its neighbour, has its own devolved powers to deal with such issues.
