Which of the following most accurately describes the problem?

REMEMBER that last week I pointed out that the Inflammable Substances (Conveyance by Road) (Labelling) Regulations 1968 came into operation on October 1, I gave some details of the marking of vehicles carrying inflammable loads and I return to the subject this week.

Every container which holds any quantity of acetaldehyde or carbon disulphide or more than 1 kilogram 12,2 lb) of any other inflammable substance other than petroleum spirit must display a notice clearly indicating the substance therein. The size of this notice is not laid down but it must be painted or otherwise indelibly marked or on an adhesive label attached to the container. In addition an adhesive label showing the -torch" notice must be securely fixed to the container.

Vehicles not carrying acetaldehyde or carbon disulphide, which are not tankers, whose load does not exceed 250 kilograms 1651.3 lb) are exempt from displaying the 'torch' notice if the inflammable liquid is carried in containers properly marked. If the substances carried are not acetaldehyde or carbon di

sulphide and are contained in approved containers, as described in a previous article, the torch notice again need not be displayed on the vehicle.

The following exemptions are listed for containers not carrying acetaldehyde or carbon disulphide:—

al none of the provisions concerning the marking of containers need be complied with if the container is itself a receptacle complying with the Regulations or if all the inflammable substance in that container is kept in one or more receptacles which comply with the Regulations: (b) the notice naming the contents need not be affixed to a container if it is an approved receptacle not containing more than 2.5 litres (4.4 pints) or all the inflammable substances in the container are contained in not more than six receptacles each containing not more than 2.5 litres.

As in the case of the Regulations discussed last week it is the duty of the owner of the vehicle to supply his employees with a copy of the Regulations or affix a copy where it can be conveniently read. He must also take all measures necessary to ensure that employees are acquainted with and carry out the provisions of the Regulations.
