Which of the following most accurately describes the problem?

says Ramsbottom

• Replying to the Minister of Transport's request for its views upon inclusion in the PTA for SE Lancashire and NE Cheshire, Ramsbottom UDC has said it has nothing to offer to a Passenger Transport Area and nothing to gain. The council says it does not wish its 12-vehicle fleet, which is debtfree and is not a charge on the rates, to be made part of the PTA. It maintains that it is not really within the SELNEC area and was only included following the representations of another authority.

Serving a scattered urban district, its bus services do not act as feeders to the proposed area, nor do they run into its central territory. Making the point that its fares have not been increased since 1965, Ramsbottom claims to be the fourth most efficient undertaking in the country, and the smallest in England.
