Which of the following most accurately describes the problem?

• The Ministry of Transport's goods vehicle testing station covering Gloucester and Cheltenham opened on Monday, a week behind schedule. The delay, caused by the installation of the brake testing equipment, meant the postponement of "a very small numberof tests. The four-man team of testers at present employed at the temporary station eventually fitted the equipment themselves.

It is situated in a hangar at Moreton Valence Aerodrome, and will be replaced in about 12 months by a purpose-built station at Hempstead on the outskirts of Gloucester.

It was not known until a week ago that the station would be ready for testing on Monday and so the first trickle of vehicles to appear were all voluntary checks. The first compulsory tests will be on next Monday when about a dozen lorries will be examined, The temporary station's phone number is Hardwicke 304.

• A full pre-MoT testing service for commercial vehicles is now offered by Hartford Motors (Oxford) Ltd., at Seacourt Tower, West Way, Oxford. It offers cleaning, lubrication, brake testing and complete vehicle inspection, with a written report listing any items likely to fail a vehicle on test. The telephone number for this service is Oxford 49966, extensions 38 and 61.
