Which of the following most accurately describes the problem?

• A tipping group to cover the London area has been set up with six founder members; it has the support of the RHA and although it is intended mainly to cater for the needs of the owner-driver and small operator, support has also been promised by many of the large tipping hauliers in the London area.

The group has been registered as a limited liability company, The Tipping Group (Greater London) Ltd., with Mr. L. R. House as managing director. Mr. House is chairman of the RHA national tipper functional group. The other five members of the board are E. J. Tyler {E. J. Tyler and Son), E. Ketteridge and J. Sorrell (E. Ketteridge Transport), J. Seddon (J. Seddon), and D. Norfolk ID. and N. Transport).

It is expected that each owner-driver's commitment will be about E2 10s per vehicle

per week, in return for which the group will arrange traffic and will provide office, phone and typing facilities, will have two representatives seeking business and one man dealing with licensing matters.

The first board meeting will be held on Sunday but very soon the group will be advertising an open inaugural meeting to which tipper operators throughout the Metropolitan and South Eastern RHA area will be invited. For practical purposes, the group is expected to operate within a radius of about 30 miles of central London.

It is planned to form a committee of about 10 members representing both the large operators and the owner-drivers. The intention is to apply for licences which will provide common conditions and therefore complete flexibility throughout the group for the sharing of traffic.

Mr. House told CM this week that matters to be discussed included the fitting of radio control to all group vehicles and the provision of vehicle servicing facilities. Only RHA members will be admitted to group membership.
