Which of the following most accurately describes the problem?

central bus organization of London Transport will be created this month, and is the latest move in the battle against traffic congestion. The new division will be responsible for the 100 routes which cross the central area, and it will extend from Poplar to Shepherd's Bush and from Hampstead to the Elephant and Castle. Headquarters of the division will be above the Mansion House station in the heart of the City.

Head of the new divisional team will be Mr. P. Ongley, previously superintendent (running), with Mr. H. Petche as secondin-command. There will also be three district superintendents. The central bus controllers' office, a clearing house and information centre for all road traffic matters, will also be housed in the new Mansion House headquarters.

Unlike the three outer divisions, the central division will have no garages within its jurisdiction; the superintendent and his staff will keep a watchful eye on the adequacy of services and make recommendations as to what services should be provided. The division will be responsible for traffic arrangements in connection with nearly all the big London ceremonial events.
