Which of the following most accurately describes the problem?

DARTIAL success was gained by

Cleeve Hill Transport, Ltd., Cheltenham, last week, when they sought to add six vehicles to their A 'licence and enter the field of tipper operation. The company wished to use the vehicles within a 100-mile radius for the carriage of road-building materials.

Mr. Victor Biss, manager, said that they had TI general-haulage vehicles, but had decided to try to add tippers to their licence because of constant demands from quarries in the Cheltenham and Chepstow areas.

Mr. T. Coke, director of T. F. Coke (Cheltenham), Ltd., quarrymen and sand and gravel merchants, supported the application, stating that he required additional transport facilities.

Mr. T. D. .Corpe, for seven privateenterprise objectors, called evidence to show the extent of existing facilities, and further opposition was expressed by the railways and British Road Services.

Mr. S. W. Nelson, Western Licensing Authority, did not feel that a case had been made out for six vehicles, but granted an addition of two to the applicants' licence. He said that if the company were not able to satisfy demands, they could apply again, but he would require strong supporting evidence.
