Which of the following most accurately describes the problem?

• Proposals for an 80-vehicle truckstop on the A47 in West Sussex have been rejected despite a supporting petition with more than 120 signatures from drivers and hauliers.

Farmer John Sadler was told last week that he could not develop his land next to the eastbound carriageway of the A27 near Chichester because it would cause "unjustifiable harm to the rural character" of the area.

He has not decided whether to appeal against the Department of Environment adjudicator's decision.

The adjudicator feared that by allowing the stop for 80 trucks, it could lead to the opening of other services on the greenbelt stretch: "It would be likely to lead to pressure for the range of facilities to include rest and fuelling services which could be difficult to resist," says the adjudicator.
