Which of the following most accurately describes the problem?

• Livestock exporters have accused police of operating restrictive practices by subjecting their vehicles to excessive scrutiny in an effort to dissuade them from using the ports of Dover and Shoreham.

International Traders Ferry (ITF), a consortium of 30 exporters, has won leave to appeal against the Sussex chief constable's decision to limit police protection for lorries hound for Shoreham to just two consecutive days a week or four a fortnight. But the High Court Appeal is unlikely to be heard before the end of June and exporters are being forced to divert many of their convoys to Dover, where Kent police are offering hauliers fiveday protection.

However, hauliers say there are problems, even

in Dover. ITF member Gordon Gilder claims that every vehicle is being subjected to "what can only be described as a full MOT test" by the police, trading standards officers and officials from the Ministry of Agriculture, Fisheries and Food.

Gilder says: "We wouldn't mind if every vehicle passing through Dover entered the same process, but we are being singled out. Where are we comm n to when roadworthy vehicles are not allowed to go about their lawful business?"
