Which of the following most accurately describes the problem?

Co-operation in road transport is a frequently-proposed formula for success which is all too seldom applied in practice. In May 18 issue of CM John Darker will be describing a co-operative venture among international removals contractors which appears to be set fair for a long and profitable life. Also in next week's issue will be reports by CM staff members direct from three conferences covering a wide field of interest. Gibb Grace will be reporting on the papers and discussions presented to members of the Institute of Road Transport Engineers in Solihull today and tomorrow. Martin Hayes will be recording discussions on papers at the UITP Congress in The Hague, attended by senior busmen and planners from all over the world. Some of the papers are summarized elsewhere in this week's issue.) And Johnny Johnson will be writing a report on the Institute of Traffic Administration annual conference in Birmingham.
