Which of the following most accurately describes the problem?

THE ENERGY SAVING Trust (EST) says it will cap green truck grants this year to allow more people to benefit from the £26m scheme.

EST, which runs the PowerShift and CleanUp programmes, says its new system of allocating grants will ensure they are available throughout the year, while enabling it to continue helping transform the UK market for greener fuels. This follows the debacle this year when it ran out of cash months early.

But the Freight Transport Association is disappointed that the government hasn't made more money available than it did last year. It warns that EST's changes will not encourage the uptake of cleaner vehicles. Geoff Day, the ETA's engineering policy manager. adds: "We would much have preferred that any left-over funding unused in the SCR and EGR CleanUp programme could have been allocated to speeding up the introduction of Euro-4 vehicles fitted with SCR or EGR technology. This represents a lost opportunity" Mick Bitchburn from Tilburybased C&H (Hauliers), which runs 10 gas trucks, says: "We got our grant four years ago but the government still doesn't provide enough backing for operators to switch to gas trucks. It should give as much as possible to encourage their uptake."
