NEIGHBOURS' CONCERNS have led to a West Country operator's new licence coming laden with restrictions on movement times and vehicle numbers. BMR Carriers, which had been operating under interim authority for 14 months without restriction, has had time restrictions imposed on the grant of a substantive licence.
BMR Carriers had sought a new operating centre at Cater Road.Bishopworth,for five vehicles and one trailer in place of its existing centre at Staunton Lane Bristol. Bristol City Council opposed the application (CM 12 February). The Council maintained that because of neighbouring residential property then had been an informal understanding at the site tha there would be no movement of vehicles betweex lOpm and 7am since 1994 because of noise.
Asking that restrictive conditions not be imposed director Stephen Dimery told the Western Traffil Commissioner Philip Brown that he wished to opera only two vehicles. He agreed there was room to parl four vehicles, but said he had no plans to expand.Thi vehicles left between 5am and 6am on a Monday am Tuesday and they were then both away for the week If they could not leave before 7am it would restrict th work he was able to do.
However, the TC said he needed to impose condi tions to minimise any potential adverse environmer tal effects.
The conditions said there should be no more tha four vehicles and that authorised vehicles should onl move between 6am and 7pm Monday to Friday; 7ar and 4pm on Saturdays; and not at all on Sundays c Bank and other public holidays.
