• A Brecon haulage contractor who allowed a hard-up friend to use one of his licence discs, has had his licence revoked and been disqualified for two years from holding an 0licence. John Gwyn Thomas, of Ty Canol, who had been in the haulage industry for almost 30 years, appeared at a Cardiff disciplinary inquiry before South Wales Traffic Commissioner John Mervyn Pugh.

Last July, Thomas was convicted by Newport magistrates of 10 specimen offences of aiding and abetting the unauthorised use of vehicles, was fined £1,000 with £90 costs.

For Thomas, Paul Carless said that he had helped a friend. Thomas had two vehicles and had taken up the margin on his licence. He gave the spare disc to his friend for a leased vehicle without realising the implications. The arrangement started in mid-1987.

Mervyn Pugh said that early in 1992 Thomas was unable to produce tachograph charts when a traffic examiner called at his home. When the Traffic Area wrote to Thomas in April 1991, concerning a parking complaint, he had not replied until June.

Carless said Thomas had done everything he could to put matters right. Thomas had not gained out of the offences; his friend had run up repair bills and he was still 14,500 out of pocket without the fines.
