Which of the following most accurately describes the problem?

TORY MP Hugh Dykes is to meet Transport Minister William Rodgers in an effort to speed up the implementation of local lorry route schemes provided for in legislation sponsored by Mr Dykes.

This week he told CM he was pressing to make sure that the routeing schemes were going ahead as planned, "even though many of the schemes will be 'milder' than originally planned because of economic considerations.

"We have received draft schemes from all except one local authority and they will all be appraised when I meet William Rodgers — and possibly John Horam (the Transport Under Secretary) at the end of April," said Mr Dykes. He pointed out there has been a lot of confusion surrounding the national lorry routes and schemes proposed by councils under his Heavy Commercial Vehicles (Controls and Regulations) Act 1973.

And this week it was learned that an announcement on the scrapping of the national scheme (CM, December 10) is to be made to coincide with the publication of the Government White Paper on transport policy later in the year. A Department of Transport spokesman told CM that the DTp had received draft plans from all the councils involved in the Dykes Act routes.
