This was stated in a memorandum prepared for the Parliamentary Select Committee on Nationalised Industries, at present considering the operations of British Rail.
"The present situation creates difficulties because of separate public transport organisation in metropolitan areas.
"The Association considers that when appropriate, metropolitan county councils should take over all public transport services in their area", says the memorandum.
"Metropolitan authorities should be given complete freedom, within the total resources allewed to each by Government policy, to allocate subsidies between rail and road transport, and to decide where subsidies should go, what type of public transport should be assisted and at what level."
