Which of the following most accurately describes the problem?

A SERIES of seminars on the new proposals for admission to the occupation of road haulier are to be staged by the Freight fransport Association.

Virtually every company operating goods vehicles and their transport or depot managers will be affected in some way by the proposals, which should come into force from January 1, 1978.

Under the scheme a two-tier operators' licensing system will be brought in.

There will be a standard licence which will allow holders to operate for hire and reward and own-account and a restricted licence for ownaccount only.

Any company wishing to carry for hire and reward will have to employ a "professionally competent" transport manager before it is issued with a standard licence.

There will be special grandfather rights for hauliers and managers already in the business but newcomers will have to pass an examination to qualify as "professionally competent."

To explain this new system, the FTA is holding 50 nationwide seminars during May, June, and July.

Grandfather rights will be looked at, as will choosing the right licence, how to deal with group and inter-company operations, how many competent persons there should be in any operation, and what happens when a competent person leaves his employer and what rights he takes with him to his new job.

The seminars will be in two major sessions, each one led by a senior member of the FTA's staff and will also include a general updating session on other aspects of transport law.

Each one will include a mock examination. Cost will be £18.50 per person.
