Which of the following most accurately describes the problem?

MHE divisional workshops of British Road Services at York are to close down on September 30. About 80 men will lose their jobs but they will be given first option of 28 vacancies elsewhere in BRS.

"We have had full talks with the unions concerned and the Ministry of Labour, and there should be no difficulty in the men finding other jobs-, said Mr. J. F. Coulson, Yorkshire district manager of BRS at Leeds.

The reason for the close-down is that the York workshops—near the old Walmgate Bar—are now considered "surplus".
