• The next Chancellor of the Exchequer should hit operators of heavy lorries by greatly increasing the excise duty for vehicles over 11 tonnes, while decreasing it for vehicles below that weight, says the London Strategic Policy Unit (LSPU) in its new transport programme for the capital.
The unit claims that heavy lorries undermine the quality of Londoners' lives and have a major detrimental impact on the city's environment. It plans to put forward proposals to the new Secretary of State for Transport to reduce the number of 38-tonners on the roads by increasing grants towards the provision of facilities for haulage by rail.
LSPU also wants to see all London boroughs brought back into in the London lorry ban, more trunk roads put back into the London lorry ban order and comprehensive local bans introduced in residential areas to cover times of days and types of vehicles not already encompassed by the overall scheme.
