Which of the following most accurately describes the problem?

THE ASSOCIATION of Vehicle Recovery Operators (Avro) has now taken the first positive step towards forming a professional institute for its industry writes TIM BLAKEMORE.

At the Avro show in Harrogate last week the first general meeting of the Institute of Vehicle Recovery was held and its nine member governing council elected. The chairman is Colin Parlett of CB Motors, London, and the other council members are John Rogers, Brian Drury, John Wooldridge, David Thorley, David Marks, Geoff Gatward, Ron Dawes and Ron Grice.

Up to the end of this year applicants to join the institute will be able to claim "grandfather rights" but the council intends to finalise qualification standards which will apply to all applicants from 1984. Avro now has a new national chairman in Brian Drury of Winters Recovery, Strood, who has replaced John Rogers of Unity Garage, Leicester. Mr Rogers has stood down to devote more time to his business after three years as chairman.
