Which of the following most accurately describes the problem?

A LABOUR-controlled Scottish council may take action against some independent companies which run commuter express services into Glasgow.

Strathclyde Regional Council is annoyed that some operators .which receive subsidies are also running commuter coaches in competition with rail and bus services which the council subsidises.

Highways and transport committee chairman Malcolm Waugh confirmed to CM that the council might withdraw subsidies to such operators, withdraw its old age pensioners' concession tickets, and refuse to improve bus shelters and turning circles.

Mr Waugh refused to name any operators which have incurred the council's annoyance, but Strathclyde is known to be particularly upset by the effect which express coaches are having on rail services to Renfrewshire and Ayrshire. TYNE AND WEAR is to make permanent a travel-linked shoppers discount scheme after the "phenomenal" success of a six-month experiment.

The 75,000 regular travellers on the Tyne and Wear bus and Metro system were given the chance to use their season tickets to claim discounts from a variety of retailers and traders.

Since its introduction last year 113 retailers have joined the scheme and thousands of shoppers are estimated to claim their 10 or 15 per cent discount each week.
