Which of the following most accurately describes the problem?

ROAD ACCIDENTS in Scotland resulting in driver injuries fell three per cent in 1982 compared with 1981.

A total of 20,850 injury accidents occurred in 1982, compared with 21,485 in 1981. Included in this figure were 640 fatal accidents, 30 more than in 1981, and 7,421 serious accidents, 156 more than 1981.

The Scottish Development Department, which compiled the figures, points out that the overall accident level should be viewed in the light of an increase of just over one per cent in the number of licensed vehicles in Scotland.
