Which of the following most accurately describes the problem?

May 21 you published a report stating that "the Licensing Authority shall not issue a heavy goods vehicle driver's licence unless the applicant had passed a test or had held such a licence during the preceding 10 years, or had been driving heavy goods vehicles for a total of six months during the year ended February 1 1970."

Surely this is wrong? There is to my knowledge no mention of a 10-year period in the regulations.

A You are correct because, in fact, hgv ^ driving licences have not existed for 10 years, they have only been in existence since February 2 1970. This reference to holding "such a licence during the preceding 10 years" is incorrect and was incorporated in our report of the case supplied by a news agency.

The only event in which a 10-year period is relative to hgv driving licences is in connection with the LA's consideration of the application. He has the discretion to refuse to grant a licence if the applicant has had convictions for driving under the influence of drink or. drugs during the 10 years preceding the application.
