Which of the following most accurately describes the problem?

Robertson (Carlisle) Ltd did well to take the first three places in Class B at Carlisle on May 23, but their efforts were excelled by colleagues at the Newcastle upon Tyne round on Sunday. A. Kendal gained the overall winner award with only 56 penalty points and J. Hartness, another Robertson driver, was runner-up with 68 points. They also won Class B and Class A respectively, and showed the Geordies some excellent driving.

Mr Hartness lost only 20 points on the Highway Code test and none on either the road route or second manoeuvring test, but incurred 24 penalty points on both the remaining manoeuvring tests. Like Mr Hartness, Mr Kendal only lost 20 points on the Highway Code but incurred 22 on the road route. However, this was easily counteracted when he lost only 14 points on the third manoeuvring test and none at all on either the first or second test.

This year the team award went to the Department of the Environment, whose drivers, J. B. Gardener, A. Wray and G. T. Doggett, lost a total of 522 points. Mr Wray was also the runner-up in Class A with a loss of 88 points.

NCL drivers filled the first three positions in Class E.

In Class C H. Grindley, British Oxygen, was placed first after losing 144 points; his BOC colleague. K. Gray, was runner-up with 146 points.

Two test lanes and smooth organization added up to an early finish, 128 drivers completing the round in 6 hours 40 minutes. This compares well with two other rdunds which have had dual test lanes this year: Liverpool where 151 entrants completed the tests within 10 hours 15 minutes, and Newark, 123 vehicles in 9 hours 30 minutes.
