Which of the following most accurately describes the problem?

• Mersey Tunnel tolls will go up with effect from June 28 when the second tunnel between Seacombe and Liverpool will open to traffic. The Secretary of State for the Environment, Mr Peter Walker, in approving the increases, rejected an application by the Mersey Tunnel Users' Association for a public inquiry into the increases.

The new charges will be: vehicles not more than 2 tons 15p; between 2 and 5 tons 40p; over 5 tons (including psv) 50p; not more than 2 tons with trailer 30p; over 2 tons plus trailer Ll.

Mr Walker said that in his view none of the objectors to the application to increase the tolls had done anything to show that there was a lower scale of tolls which would enable the Mersey Tunnel Joint Committee to discharge their financial liabilities.
